Hmmmm...I've got the same problem, the seat, an OEM Yamaha lower seat using the shorter rubbers or seat bumpers. My seat rocks fore and aft.
I'm going to put a large bumper in the rear beneath the plastic tongue if I can.

Hmmm...no luck with stabilising my seat.
As mentioned, I'm a bit too short to ride the tenere, so I bought a Yamaha OEM lower seat. It has six large rubber bumpers attached to the underside of the seat, same as the OEM seat that came with the bike.
I took this a step further because as we know the seat sits at an angle, that is the front of the seat is lower than the rear of the seat.
I purchased a package of five shorter rubber bumpers and used four of these shorter bumpers in the OEM lower seat's four rear positions. Upon installing the seat, I noticed that the seat rocks fore and aft.
I then installed a 5th shorter bumper in the hole located in the bracket in the centre of the seat area where the "tongue" of the rear of the seat attaches. No luck, the seat is still loose.
Today, I removed this shorter bumper from the hole where the tongue attaches and I installed a large bumper.
Now, I'm unable to get the tongue into this bracket.
Perhaps, next time I go to check my bike, I'm going to put two or four large bumpers in the four rear areas of the seat.
I'll try to get some pictures.
Suggestions???

Addendum: I re read most of the posts on this topic..."sounds like this works for me" and this is is good and no changes, I'm totally confused and I think I will have my legs stretched. Ha ha...
