Yes, that looks like the splices for the Oct 2018 recall on the Gen 1, 2012 and 2013 models.
This recall fixes the
Engine Does Not Return to Idle / No idle and high idle problem that some bikes were having.
Those bulbs are clear sealed splices as
Don in Lodi said. Just to confirm, there should be 3 blues wires in one splice and 3 black/blue wires in the other splice.
The good news is these splices are located right where the recall instructions say to locate them and secured as per the instructions. I would think that is a sign the rest of the installation was done properly.
