Hey, I spend money on motorcycles. That makes the likely return from lottery tickets seem like an astute way to invest.
If offering a vaccine lotto gets more folks vaccinated, that's a good outcome and probably a good return on the money vs the cost of ongoing outbreaks.
The people who get over vaccine reluctance with money are easy to deal with. It's those that refuse it out of fear or some notion of personal freedumb that are trickier. Not sure what the carrot might be for those folks.
