My used Super Tenere came with a box of parts. Is this actually from a Tenere? Could it be from the former owners FJR?

yep,

its the oem left radiator side crash bar there was one similar slighty different for the other side as well if you fit proper crash bars you have to remove these to fit your givi,altrider etc bars
this is what the set looks like one each side

You may want to take a look at the left side of your bike and see if the lower radiator mount is supported or just hanging there. Most, but not all, crash bars have a built in mount to support the bottom of the radiator when they require the removal of the OEM drop guards. It's a rubber bushing on a plastic protrusion at the bottom of the radiator. Usually it's just a ring welded to the bars. The plastic OEM drop guards have a cup on the left one for that support. Some crash bars allow the OEM drop guards to be installed with the bars too, to keep that support. Just sandwiching them both at the same two mounting bolts.

Yup these are altrider bars so no reuse of oem drop guards AND I’m missing the rubber bushing.
