My guess... it is so the passenger's foot won't kick the rubber cap off when the bag is not installed. It is only on the LT side because the RT bracket is tucked inboard more and the passenger's foot is less likely to hit it.

Next puzzle please.

When I said tie-down I meant tie-down for bags and stuff, not tie-down for bike in transit!

My bike is a 2010 all the cases were put on at time of purchase so its not a new thing if it was a tie down I would have thought it would be on both sides :-\

and its just the light which makes the pumpkin look silver in that photo

Good guess but the ferrys I have been on only tie down the front of the bike

Maybe it's a place to throw a strap, rope or tape onto to tie your pannier back on after it gets smashed when you take a spill.
