Two plastic caps by the upper headlight adjusters what are they???

I noticed two plastic caps located just next to and slightly below the upper headlight adjusters not sure what they are. I removed the caps and there are white looking plugs there. Anybody have any idea what they are or function they serve?

I think they are some kind of atmospheric vent as it looks like some type of filter material under the cap.
