I have a pair of American sourced megatubes that are lockable. I made up aluminium plates to fit my 2013 super ten when I cross-crossed the US in ‘14. You know they carry all sorts and are almost waterproof. There are locking wires with a pair of same key mini padlocks and fixing bolts included, slight scuff on one. Bike now gone.
