Sorry to hear and see that. Would be wise to inspect those front forks very carefully to make sure they are not bent. That wheel took a really big hit.

Yes & the front steer tube in the frame. Not to wish ANY bad luck, but there is probably more dammage.

I'm not sure about the background (insurance coverage and the like).

I would be tempted to:
a: write it off (if insurance permits) then buy it back and part it or fix it
b: As everyone above said: inspect all parts involved, replace as needed. Check for any paint cracking on the frame. This will indicate a major issue on the frame.

Maybe some of the 21" wheel conversion guys may have and outer rim ring. If the hub is ok, lacing it would not be too expensive. I would say at a minimum he may be in the market for some rotors on top of the rim/wheel needs.

That really sucks. Just to echo what some other posters have said, I would have the bike thoroughly inspected by a licensed mechanic to check for damage that is not immediately obvious and apparent. It looks like that wheel took one heck of an impact, and I can't believe the forks have not been compromised.

Frame damage would be #1 concern the forks can be replaced or re-rolled by this company in the U.S. don't remember the name off the top of my head.
But yes the frame do check or best have it checked.
But I would talk to Woody's on the rim they may know the name of the fork repair company as well.

I have the 21" on the front it has a completely new custom machined hub by Woody.
It certainly will be cheaper to replace your friends with the 19".
