You need to clarify some things. Did your bike come with the cover? If not, the infill panel is available from aftermarket sources for the non ES bikes. The Yamaha factory part, (Cover, Side 2, 2KB-21721-00-P0), probably won't fit correctly unless you have an ES bike and it's just missing.

On the factory part there are two plastic rivits on the bottom edge. This type of fastener is used all over the bike. To release, you press the center in with a pointed tool like a phillips or JIS screwdriver, then you can lift the edges and pull the loose fastener out. To install it, you press the center pin back out so the center head is raised. (it has notches that you'll feel when you move it), then install the fastener in the panel and hole beneath it, press the center pin flush to lock in place.

There is also a plastic pin on the top inside edge of the panel to the rear that fits into a hole and a flange bolt on the bike frame to the front that the panel slips down onto before you press the lower side of the panel in and secure it with the plastic rivits.

edit - if you bought an aftermarket cover, it's usually just held in place with the two bolts on the rear foot peg bracket and maybe a zip tie or two at the top around the subframe.

I'm pretty sure that by 2020, the ES was all that was made. Of course, if they have similar registration rules like the UK, it might not be a true 2020.

Can you show a close-up picture of that area on your bike? I'm assuming that the bike in the picture is not your bike?

You will have to adapt something to support it... in that place (under the cover), comes the rebound control of the rear shock absorber, which serves as support for the side cover too…it is a matter of seeing what type of support you can adapt to support that cover
Maybe it would be easier to get a cover, which comes specifically for the Z...plug&play type

The non-ES model’s frames lack the mounting points for that cover. You will have to invent your own way to mount it if your bike is a non-ES. The aftermarket solution would be easier.

We need to confirm what year his bike actually is. If it's a true '20, it's an ES. '19 started the ES only Tenere.

Not in the UK/Europe, you could still get an XT1200Z (without the electronic suspension etc.) in 2020 along with the ZE’s but they were not eligible for first registration from 01/01/2021 because of emissions regulations. However a lot of bikes held in stock were registered by dealers before the end of December 2020 and sat on the showroom floor and in warehouses before being sold new but pre registered.

Since you put the side cover, maybe you could hide the liquid deposit like in the ZE
