Yes they did change to a lock nut, but I'm not sure the purpose is the same having never seen or used the "older" style hardware in person. On the new hardware the lock nut serves as a simple end stop for when un-mounting the boxes (is serves NO purpose in retaining the box). Look close and you will see a "star" washer between the retention block and the lock nut. As you turn the knob on the inside of the box the the retention block (which has a threaded insert) backs out along the bolt until it and the star washer meet at the lock nut. At that time the retention block has cleared the rungs of the rack loop and (aided by the friction from the start washer) rotates with the bolt into a position where the box can be unmounted. The intent is to allow for single hand operation. All this "action" can be seen in the first video (re-posted) here:

I would love to see a detailed video of the "older" hardware in action (mount/un-mount/mount sequence), who's up for it? Frankly I'm shocked that companies like Jesse don't have these videos for all to see. In this day in age 10 minutes in the Sun with your average smartphone and you have a decent quality video.
As a side note, when my boxes arrived in early July the bottom half of the right hand box was dented in transit. The backside of the box, where you mount the hardware, was also warped. I chalked the warp up to a side effect of the dent. I made Jesse aware of both the dent and the warp. Jesse's solution was to send me just a new bottom (leaving me the time wasting task of swapping over the hardware) which arrived this week and it too is warped. I'm really trying to remain positive and provide constructive feedback to Jesse (I'm not here to bash them) ,but this is becoming tiresome.
