Headlight housing

I cleaned my bike up and changed fluids for the first time a couple days ago.

As I was basically just looking things over and checking fasteners, there appears to be 4 bolts around the outside of the headlight housing. I put a t-handle allen on one and it turned in either direction very easily.
These bolts have grease / paint pencil marks on them same as I've found on several other fasteners. I left them as they were figuring there's a reason.
Question is...what's the reason? Rubber mounted?, surely not some type of adjustment to them ??

Thanks

The shroud bolts do not need to be very tight, just snug those. The 4 bolts under the shroud hold the lamp assembly and require a little more torque. Adjustments to height are between the bulb covers and just below. Turn left to raise the beam (individually) and right to lower it. Lateral adjustments are above the cover and to the outside, turn the left adjuster left to move the beam that direction and right to tighten the focus. Do the opposite on the right.

These are not easy to access with a Phillips but I did it and made a difference (out and up). Small moves till you figure it out. I think a 8 mm socket and swivel with extension would be a better tool for the job.

After checking the light, give the spokes some luv.
