I found that the easiest way (for me) was to use a very small 1/4" ratchet with a 2" extension and a 8 mm socket.
When I adjusted the headlight I discovered that the S10 is cross eyed - I believe that it's meant to be..?
After a few tries and some testing the headlight was adjusted just as I wanted it to be and the light is now really good both on low and (especially) high beam.
