Givi Bag Mounts 2119CAM Install Questions

Received my Givi 2119CAM Bag Mounts (Trekker Outback Bags to follow) from Motostorm in Italy. The instruction are not written in English and the Givi USA web site does not offer instructions. My question is can I install the Bag Mounts without the OEM Rear Passenger Grab Rails?

I just installed my rack the other night and I would say no without extra spacers. I didn't try it but if they did work i think the bags would lean towards the bike without the spacers.
