If i'm not mistaken the signal to the fan relay is from the ECU.
So unless you want to get auxilary power from somewhere else to run the fan, i don't recommend it.

Thermostatic fan switch, not the thermostat. There is a fuse for the fan, it's been talked about before. Looks like the Thermostat and Coolant Sensor are located under the Air Box and between the Throttle Bodies.

During cool weather on freeways my Tenere will run as low as 167 F. Very close to the Thermostat being fully closed.
Guessing you should check the Coolant Temperature Sensor and Thermostat.

The only way you will test the t-stat is by running the bike and see at what temp the t-stat opens, and the hose on the other side gets hot
