Can't shift into Neutral unless engine running

Seems strange to me as neither my VStrom or Varadero had this problem/feature but when I park bike in gear and then put in key and try to put into Neutral it will not move unless I start the engine first. Is this normal?

My Gen1 does this too.
Rock the bike slightly.

What he said. I always park in gear, and I always have to rock it to get it into neutral. No slop in these transmissions.
