Same factors, plus driving record. An under 21 with an accident and a couple of tickets probably can not get insurance or needs to join a very expensive State "pool." They may actually pay more than your 11,000 kr.
Even without that, our rates for identical risk (age, location, bike style, cc, record) are MUCH better than in nearly any other country. I'm grandpa age with a good record, living in a small town, and pay a bit under $300/year for a DL1000 and the Super Tenere combined.
