I think this question got lost in the clutter in my earlier re-key question. Hopefully this is just a quick answer. I need to make sure I send the buyer of my Yamaha OEM top case everything he needs.

So far, as best I can tell, that is just the top case itself. Is that right, or is there anything else that comes packed with the top case when you buy it?

To mount it the new owner will:

1. Remove three existing screws and the luggage rack cover on his bike.

2. Re-install the short center screw.

3. Install his lock cylinder in the top case.

He is then good to go to mount up and use his top case.

Correct?

Correct except that I think you remove three screws to take off the top rack and then reinstall two of them through the lower rack. :-\

All three screws get removed from the "top" rack. Once the rack is removed the two, rearward screws get put back in and torqued. The one screw towards the seat is no longer used.
