When tightening the gear lever linkage on the splined shaft, should it be nipped up so it doesn’t move side to side?

I don't know what specifically "NIPPED UP" means but this is what the service manual says.
Shift pedal bolt 8m, 22ftlbs
Shift arm bolt 6m, 7.2ftlbs
Shift rod locknuts 6m, 5.8ftlbs
Nipped up is a common term for ensuring that the bolt is tightened to the correct torque
It can have other meanings as well but those will probably get me in trouble

I haven’t pulled the lever off the shaft in this bike but, every other bike I’ve worked on back to models of the early 70’s, there’s been a semi circular section in between the splines where the bolt goes through and it needs to be tight on the shaft. Any movement allows for wear on the splines and can eventually mean that the shaft will spin on the shaft and be useless.

End result is minimum of replacing a lever. Worst case having to pull down the motor to replace the shaft.
