When I finally pulled the trigger on a set of Panniers I decided on a set from "Happy Trails". They were, as close as I could figure, the best bang for the buck. I have a "Crazy" amount of storage, and "Happy Trails" has been an absolute pleasure to work with. I lost a bolt on the luggage rack...
