I did just that. And works well. I also added some reflective tape on the outside corners of the panniers and along the pannier rack bar that runs under the plate. I like the idea of more lighting and I really like those hand guard lights.
Posting a almost 3,000 mile follow-up since mounting the light bar using those spacers. No cutting of brackets necessary. These miles include lots of rough service roads and several creek crossing. Everything is as snug as the day I mounted it up. Definite improvement in night time riding...

Wanted to thank y'all for the info on this light bar. I ordered the 8" bar and 2 driving lights. I'll be wiring those up thru a Skene and a 2 position switch, so I'll have 2 brightness options on low beam plus full power on high beam.
I didn't want to remove the plastic "nose" to mount the bar...
