It latches to the removable part of the ring. And I haven't ever heard of a failure either. I heard of one guy with blocked vents having so much pressure in the tank that he couldn't get the lid open. One story someone told of a tank in vacuum so much that the cap was stuck and the tank started to implode, but I've never personally been able to verify either of those stories.

I think it's sort of a solution to a problem that doesn't occur. I suppose you could break the key off in the cap and need a handy work around. I long ago cut a key blank off short and stuck it in a small knob. It lives in the cap all the time. I removed the flap to allow this. Too short to use in the ignition and I don't have factory bags.
Sorry Eric, Trax, no key no access. The only collapsed tank I ever saw was on a very early V-Star. Rumour had it that the issue was pretty wide spread, at least more than one. I actually drilled out the vent on my Royal Star's cap to prevent it, however improbable it was. The STAR social media site was as informative as this one in the early days. Any one bad thing happens anywhere and it blows up the net even if the over all percentage of bikes represented are a narrow little slice of the population. It was a fun site in the early days.

I was wrong about the cap latching to the ring. Made an edit above to correct. Don in Lodi took his cap apart to check. It latches to the tank, so no key, no bueno. Trying to unbolt the ring, even w/o the inside bolt in place, may not work w/o the cap unlocked. Come to think of it, when ever I removed the cap/ring in the past, I would have had the cap open, needing to access the inside bolt.
