Mystery panniers

Need some assistance identifying the panniers previous owner has on my recent purchased Tenere. The triangle bolts are a new one for me, would but new panniers if I knew what I was looking for....help.

If they don't have the triangular wrench, a 7mm hex works. It's not a tightly-torqued fit. Been there, fine that just recently. Love this forum!
