Yes it really sucks. After a certain year anything under 7500 miles cannot be purchased out of state and registered here. It's an emissions thing. Sounds simple. Just get a vehicle that has the CA emissions sticker. Problem is almost all motor vehicles sold outside CA are 49 state only EPA approved:

Could you buy a used bike in Mexico and bring it in to Arizona or New Mexico . There's a model of Triumph that's not sold the USA or Canada but is sold in Mexico .
In essence the answer is no, if it wasn't already sold in the US. Vehicles sold here need to meet safety and EPA requirements and loopholes which used to exist have mostly been closed. There are a few companies specializing in brining in foreign vehicles but it can be prohibitively expensive. We really don't want India's Tata Nano, old 2-stroke Trabants from E Germany, or 3 wheel 2-stroke Tuk Tuks.Below is a Tata Nano which is still being sold elsewhere in the world for roughly $2,500.

As for the California emmissions, I lived on & off in various places around LA in the 1970s and 80s when the air was brown and always stunk.
It was fugly.

I have had my GS for over a year and just did the first service from the Dealer, about $200. The second service is coming by the end of this year which will be more extensive, will let you all know how much at that time. The GS is such a fine & amazing machine, I think its worth the little extra cost.................
