Minor airworthiness directive to comply with; thousands of these "fixit" notices go out every year and the press is only reporting this one because it involves the MAX. And it's not that the airplane is at RISK of catching fire, it's a question of detection if CARGO were to catch fire.

Well I’m no aircraft expert, but I did spend 35 years in the fire service and was nearly killed when the seats caught fire during crash rescue training. It was unbelievable how fast fire spread through the aircraft. So to my way of thinking, if the cargo catches fire, the plane won’t be fire behind..

And that's why this AD prohibits carrying cargo in that hold till a part can be replaced in the affected airplanes.
No cargo = no fire
