Actually, US version have a completely different wiring harness. US bikes don't have the theft prevention items, Immobilizer, Red Key, etc that the rest of the world's bikes have. That doesn't mean the same problem can't exist in those harnesses, but only Yamaha knows.
Some recalls expand over time. Others are limited to the region with similar bikes. California bikes sometimes have unique recalls since they are not the same as the rest of the US bikes. Mostly due to charcoal canisters. Now that EU is getting Euro4 compliant bikes, they may have issues that the US bikes don't suffer from.
Considering that there are quite a few Gen I US bikes with well over 100k miles on them, and it's been 8 years since the release of the Gen I in the world, and this is just now showing up, I'd suspect it's a relatively small margin of bikes that actually suffer from this issue.
