OldRider posted the recall report above but I could not get it to scroll down. Here is a link to the report:
NHTSA Recall No. : 18V-695 --> link

This is a new recall, the tentative schedule is in the NHTSA recall report 18V-695.
It probably takes some time to get the VINs identified and into the NHTSA and Yamaha USA databases.

The NHTSA report says that all affected year models (2012-2013 Yamaha XTZ12) were included in this recall.
Some have already checked for their VIN and have not found that their bike was included but I would keep checking or just wait for a letter.

I have been checking the NHTSA and Yamaha USA websites for my VIN daily and neither has shown this recall for me.
This morning it now shows up on Yamaha USA but not NHTSA.

Here are some links for the VIN searches:
NHTSA
Search the VIN from the home page. --> link
Or navigate to: Home Page / Recalls / VIN, then search from there.

Yamaha USA
Home page - link
At the bottom of the Home Page there is a link for Product Recalls.
or use this direct link to the Product Recalls --> link

Edit: I must have been writing while EdR was posting basically the same thing, this is just the long winded version.

Edit, Nov 2019: Added links to associated documentation for NHTSA Recall number 18V-695
A list of the documentation can be found here --> Link
See the quarterly reports for reported number of recalls completed.

Just called Yamaha to see if my '13 is part of the recall. It is not, and I have not had any problems.
I just checked this website:

https://www.yamaha-dealers.com/public/web/techpubs/nhtsaPublications.html

My bike is on the recall...however yesterday when I checked it was not. I bet that Yamaha just hadn't updated their database until last night or this morning. For all you who called earlier this week I'd encourage you to check the above and then call the corporate office/dealer.

I just checked mine with the website, and yes indeed, it is part of the recall. So, it looks like it has taken several days for my vin range to be listed.

Earlier this week my VIN did not pull up a recall on the Yamaha or NHTSA sites. However this morning I confirmed that my 2013 is subject to this recall. It was verified on the Yamaha website. When I called to confirm they initially did not find it but when I gave them the recall number from their own website they confirmed and transferred me to a customer service rep. The customer service rep stated it that the recall went active today, 10/26/18. I called my local shop and they have ordered the parts.

My bike has 40,000 miles and over the last month has had at least 4 instances when the motor died or acted like the throttle was suddenly killed and then very quickly restarted. Twice this occurred when slowing down from a high speed pass, that was exciting:oops:. It has also been hard to start or "fussy" about starting. Could this be a throttle position sensor issue? Maybe this recall will fix this.

Called Yamaha on Tuesday and was told my '13 S10 was not part of the recall.
Called Yamaha again today and this time it was confirmed that my S10 is part of the recall.

Thanks for following up. I had been traveling for work, and i just had time to check this. Yamaha shows that mine has been recalled for the wiring harness.

Just checked my late year '12, VIN CA0016XX. On the Yamaha list so I guess it's off to the dealer once I receive the letter.

Luckily I've only had the high/no idle issue on one occasion.

I just called the dealer. Mine is on recall jyadp03e3da00340. I had a ford truck in 89 that had a paint recall. I got asked by a friend if I had gotten a recall notice. I hadn’t got one. When I checked on it. I had one week left before it would have been to late. Ford was not sending any notices out. I got lucky. The shop did a shitty job. Sent me to a shade tree painter

Did anybody get contacted by Yamaha? Or were they gonna try to limp by? The person I talked to at the dealer sounded like they were startled that I was asking about a recall. But I did get it. At 45000 miles. I just had some weird things happening. A little erratic idiling, a backfire or 2 and it just died idling on the stand once. When I went to restart. It didn’t want to start. Cycled the key it fired right up. Ran kinda weird for a mile and cleared up. Thanks to Ramseybella for his effort. Don’t think I could have handled the run around he went thru. The info on this sight is outstanding.

Do you think these end up being a world wide recall, how do these things normally work out.
A little about how recalls work:

The US tends to lead recalls because we are one of the biggest markets and for access to sell here the manufacturers are required by law to inform NHTSA if the manufacturers become aware of a number of issues. A throttle which does not close is absolutely one of those. This is separate from the hard start issue and has not been something people complain about here on the forum, so my guess is that the hard start issue will continue.
If you have a hard start problem, record it with NHTSA Office of Defect Investigations (ODI) at www.safercar.gov.

The EU and some of the other countries have a similar requirement, but I know that all do not. Whether or not other countries pick this up is up to those individual countries or the groups they belong to. For example, Canada put out their own recall, separate from the US and my guess is that the Euro and UK regulators will do the same shortly. If you live in much of the world you are on your own.

It will take a while for Yamaha to get their database really accurate on the bikes affected. In the US, the manufacturers are required to notify registered owners, which means owners with affected bikes should shortly receive a letter. If the bike is not registered to you or if your address with your State motor vehicle department is out of date, you lose, because Yamaha only needs to send the letter once to that address. If you buy a bike and the previous owner has not done the recall, checking the VIN with any dealer should give the an accurate history for recalls affected and whether they've been resolved on that bike.

I'm not sure how Yamaha handles the recall notices, but if they are anything along the same line as Ford, don't worry, you'll get a notice. I always weigh recalls in my mind before I take any vehical in. Is there high probability the dealer with completely destroy the vehical during the "fix"?
This may be a simple fix, don't know.
On my Ford truck I elected to ignore the recall and I got 25 letters or more. Finally they gave up I guess, but it took 20 years.
