A F1 engine machine work is done with full torque done on the cylinders just like it would have a head on it and ready to run. It has water running through it to bring the parts up to race temp like the engine is running. then all the machine work is done so that the torque effect from assembly and the heat expansion will have no effect on running tolerances. Not that i am an expert but that is just what i have read about race engines. Make sense to me if you have millions to spend. I guess it would be like cold seizing a two stroke dirt bike on start up where the piston expands faster than the cylinder and seizes. I have seen my buddies to that on cold days not letting the bike warm up before hammering on them.
